Lincoln Welcomes New Fellow

Lincoln Network is thrilled to announce the appointment of Jessica Seale as a nonresident fellow. In this position, she will contribute to Lincoln’s work on congressional modernization.

Jessica’s experience in the federal government makes her a perfect addition to Lincoln’s policy team. She previously led technology design and implementation for the Paycheck Protection Program at the U.S. Small Business Administration. She has also served in the U.S. Department of State, U.S. Senate, and U.S. House of Representatives.

Jessica’s research will focus on how to strengthen Congress’s understanding of technical policy issues and scale congressional capacity by leveraging technology. Her work will provide recommendations to empower a more effective legislative branch in the 118th Congress and beyond.
